They did not.
The tourists died in vain
Not even the area was cordoned for others safety
Expertise in the SWAT team could only swot a house fly
They vacillated and dramatized the spectacle
They failed.

A culture given to all talk and no action

Uncoordinated, poor command and indecisiveness
Played out like Cowboys and Indians.
